Bare EGC in conduit

Is it legal to put a bare EGC in an EMT conduit? Say If I stripped SER cable... I failed an inspection years ago for a bare grounding conductor in a conduit, but it might have been because it was a bare GEC in a conduit with feeders. Anyone know?

What kind of conduit? EMT , pvc ?

The equipment ground can usually always be bare except in a few instances like a swimming pool I think. Even a neutral can be bare on a service.
