A friend of mine is building a place in Tennessee, it looks like they are on the 2017 code. Is this correct, and do local jurisdictions use the IRC instead?
 
The State is officially on the '17 Code with a few State amendments, however, many municipalities and counties have adopted the 2020 or 2023.
Some may be on the IRC but I am not aware of any,
Do you know which City & County he is in ?
 
As far as I know the City of McMinnville is on the 2020 NEC with some local amendments.
Outside of the City limits (Warren County) is under State Inspections (2017)

I believe that area is under Caney Fork Electric and they can provide there requirements but AFIK they do not dictate service size.

From what I was told they basically told him that he's getting a 400 service.

Thanks for the information, I've been getting asked questions which I can only answer with limited confidence.
I basically told him today what I know and that he should check with the local government for the most accurate information.

Some of the COOP POCO have started requiring a load calculation sheet be submitted. I don't know about Caney Fork as I haven't dealt with them in a couple of years.
