I was watching Mike Holts grounding and bonding (2020)article 250.32 for remote building. He shows the gec terminating at egc bar of remote building. In this scenario whats the difference between Gec connecting to egc bar vs neutral bar? Is the termination of the gec to the egc only because its equipment grounding?

The GEC is permitted to be bare so if you terminated it on the neutral bus chances are that you've just connected the neutral to the enclosure on a sub-panel.
