Can I wirenut the purple and grey wires to get the light to get to 100%? I wanna test my lights. Without the dimmer they are dimmed down all the way when 120v is connected.
0-10 volt wires

You need to separate the 0 -10V wires and the lights will come on.

Did a school gym of high bay replacement LED fixtures. When finished one luminaire wasn't very bright at all (no dimming was in use here). After opening it up to check things out - found the 0-10 V leads were connected for some reason from factory instead of isolated like the others, worked fine after isolating those leads.
My guess is OP either has something connected causing it to take whatever circuit is connected as a dimming signal or if the leads are open he has a problem with the driver/ballast.
