PWM can cause flicker at low levels, so some high end dimmers will do PWM down to a certain level and change over to adjusting the current from that level down to off.

What is PWM'ing the current or combination?
PWM means "Pulse Width Modulation". To get brightness between 0 and 100%, lights are turned on and off rapidly with a square wave. Brightness is proportional to the "on" portion of the square wave's duty cycle, i.e., its pulse width.
