I'm not sure how I would go about shortening this pipe, It comes about 4' out of the ground and I need to cut off about 8" with the 1/0service wires (still hot?) to lower the new panel... This will be the first time I have to do this and Any suggestions would be greatly appreciated..Jerry:-?

Thanks to all for the help....I had no idea that I could just pull this up and out of the ground to cut it..."Live and Learn" Thanks Again, JB:roll:
 
In reality the actual load on a dwelling unit will never even come close to 200 amps so the 1/0 conductors are nothing to worry about, just as the poco engineer told you.
