Inspector is incorrect.

Did inspector give a code reference?

What is this? Unless there's a pertinent detail missing it's nonsense. As others have stated ask for a code reference.

What you did is perfectly acceptable,
My question is do you really need separate circuits. There is a potential that someone may get caught off guard by two circuits on a single strap and have some nice sparks.

However We can't always wire for the what if's
I would label the different circuits on the device on trim out.

What the inspector should have said is IF you have 2 different circuits on the same yoke (same box) then you need to have either a 2-pole breaker on handle ties to turn both circuits off simultaneously.

Now if you just have two runs off the same circuit there is nothing restricting that.

Why would two circuits in the same box require simultaneous disconnect?

Nothing wrong so far with what you have said, doesn't mean he isn't after something you haven't yet mentioned.

Start by asking for a code reference that is in violation then look at details as they relate to what has been cited.

One potential issue has been mentioned so far, two circuits on one yoke - could be a problem but there is a correct way to do that.
