If the ampacity of the 1/3 neutral size will equal 100% of line to neutral load. It will work.

If I might be allowed to translate Bennie's tongue-in-cheek reply into layman's terms, he meant "no."

Or perhaps I misunderstand your intent. What did you have in mind, and what did you mean by "1/3 neutral"?

I've seen 1/3 concentric neutrals for URD cable for primary utility power. Our POCO requires 100% concentric neutrals even for 3 phase services. If your talking about primary feeders from the utility to a utility transformer, you should ask what is required by the utility. They will spec the cable required including the % neutral, mils insolation, jacketed/unjacketed, size conductor, type insolation, voltage etc.

I apologize for my first response. I now realize you are talking about a MV cable with one third concentric neutral.

Charlie is correct, the one third neutrals are only on three phase. Single phase must have 100% neutral.
