1.5VA per sq ft for Receptacles?

We have a commercial solar job on new construction for a gas station convenience store. The GC gave us the full planset with the load calcs for the two main distribution switchgear. The plans follow the 2017 NEC. The AHJ has amendments to the code but none that I found for chapter 220 load calcs. The load calcs for the general purpose receptacles are calculated at 1.5VA per square ft instead of 180VA per receptacle per 220.14I. The plans were approved so this was obviously accepted and they were done by a licensed engineering firm. They also added a separate line for the outdoor receptacles at 1200VA each. Don't know where they got that from either but maybe they were meant for signage, which would make sense per 220.14F.

Has anyone else seen this before and can you reference a code or other jurisdiction that allows this?
