1 to 3 phase power supply

I'm looking for something that is very expensive or I need to get the correct components together.
I am just a hobbyist. Currently testing wind charge controllers that activate only when 3 phase AC is between 10.5v and 14v. (going to 12v dc output)

Is there ONE unit that has 110 1 phase AC, 60hz input, max 10 amps.

Output is variable or programmable.
- max 300 watts
- voltage can be set to 1-220 3 phase AC
- Hz can be programmed between 1-200 hz. will settle for 50-60hz

I am not driving any motors, so startup load is not a consideration

any ideas ?
