No idea of what anyone is talking about when they use the undefined term of "ground". The understanding of Articles 200 and 250 is generally poor and terms are often used outside of how they are used in the code.

Look up the Article 100 Definition of Ground..,,
 
Also note table 250.122, read where it states, “ rating or setting of overcurrent device in circuit ahead of equipment, conduit, etc. (not exceeding amperes)
