10 gang meter

I have a replacement on a 28 unit apartment complex.There is 3 seperate 4/0 parallel drops feeding 3 seperate 10 gang meters with 70 amp disconnects.The thing is the feeders come in the top in the old banks and the disconnects are on top so I have to extend the feeders to reach the new breakers in the new meter base.So would the best installation be to put a big j-box above for all my splices with 10 nipples down to the meter boxes or just make splices in meter box.Any suggestion would be helpful. Thanks
 
I'm pretty sure I'm not picturing the arrangement well. But you need to keep in mind the service conductors can't be in the same raceway as other conductors. What I visulaize would have you encountering that problem.
As a side question. How is the six disconnect rule being addresed ?
 
Its a 10 gang meter 2-fives bolted together at bus with breaker disconnects built in serving apartments.these are not service conductors they are feeders off disconnects .the service conductors are fine they are being replaced down the side of building to main 400 amp disconnect that bolt to meter bus i was referring to the feeders off the 70 amp disconnects going to each apt.This is all outdoor
