customer has a 200a meter loop and service on H frame. the h frame is lit up with a barnyard light. the light is tapped off the 200a disconnect with #12 with 20a inline fuse. Is this considered a 10' tap rule for the light?? basically is this allowed.

Not sure about the meter loop and H frame but it is permissible to tap a #12 to a 200 amp feeder if the tap conductors are 10' or less. If the tap falls under 240.21(B)(5) then there is no length limitation.
meter loop/disconnect sit on an h frame. The service feeds a shelter about 30' away. the H frame is lighted up with barn yard light. The #12 is tapped off the load side of the disconnect. i was just asking was this allowed. Thanks for info

The inline fuse assembly must be listed as a branch circuit overcurrent protective device for this application.

the tap conductors end at the OCPD. Beyond that point it is just a regular branch circuit and can be used as you see fit as long as it meets code requirements for a branch circuit.
A fair number of circuit breakers have either a tapped hole in the lug for control circuits or you can get a lug that will fit smaller wires for it.
IME it is pretty common for people to drill and tap MCCB lugs for small wires but I have never allowed that.
