It does not matter. I can have a 100 amp breaker feeding a 40 circuit 200 amp main breaker panel. It is fine as long as the load is suitable for the 100 amp breaker. I can add another 40 circuit sub panel and it could still be okay if the load is still under a 100 amps.
I would ask your friend where he got the 30 circuit rule from.

I can't recall that the NEC has anything to do with other than what's included in Art 110 regarding the listing of the panel and applying as directed by the manufacturer etc..
