100 Amp feed #3 vs #1

I am feeding a 100A panel nothing fancy just regular. I typically use 60 degree centigrate wire and terminations for sizes #14 through #1 and 75 degree C from 1/0 and up. Somebody told me since a #3 is good for 100A at 75 degree then that can be used in lieu of the #1 which is 110A's at 65 degree c

Assuming the wiring method you are using allows it, then if the termination provisions on both ends is marked for wire larger than a #1, the 75 deg C rating is allowed, and #3 is ok.

If the equipment is otherwise rated 75 deg C, it allows that. and #3 is ok.

If no wire larger than a #1 is allowed in the termination point, and no temperature rating is given, then you must assume 60 deg C and a #1 conductor.
 
If this is a new installation chances are very good that all of the components are rated for 75? C so you can use the #3. Unless your wiring method is limited to 60? C, like NM or SE cable.
