most panels that utilize "miniature breakers" have vertical column bus structure and "fingers" that extend off those bus to the area where breakers plug onto them.
We just replaced an old push-a-matic panel but it was an unusual one. The panel shown above have one row of breakers. This panel had two rows and each row had a 100 amp breaker controlling each buss.

I've seen several of those. That is their version of a 200 amp panel I think. They may have had 200 amp bus in some of the later panels, but had EQ style main breakers.
Apparently they did have three pole panels/breakers, though I have only seen pictures of them on the web.
