I have run into a similar situation
On a 100 amp panel replacement,,,
A physically larger panel is needed to cove the hole in the wall.
I will order a 200 amp "contractors-combo-pack" that has a 200 amp main and several 20,and 30 breakers,
Then remove the 200 amp main( keep for later job) a person cannot mistake a improperly sized main if it is not there.
Then install a 100 amp side fed with tiedown screw.
fashion a breaker blank out of 1900 blank, and install with two self-tappers.
If a 100amp breaker is upstream of the 200amp MB panel, Then the 200 main is a "dunsel" service disconnect and not an overcurrent protection device.
