10A and 5A breaker side by side in a control panel

Hello,

I have a question with regard to an industrial control panel that we have 2 incoming 120V AC feeds (1 is 10A another is 5A). The breakers will have the live black wire connected, and we have terminal blocks for the ground and neutral next to the breakers.

Our main question is if there is a specific requirement that would specify the order in which the compents will need to be, for instance:

10A Bkr --> 5A Bkr-->Neutral Terminal Blocks -->Ground terminal blocks
or
10A Bkr--> Neutral --> Ground then 5A --> Neutral ---> Ground

We are unsure if we are able to place our breakers directly next to eachother in this scenario or if it is more of a design preference the order of the breakers and terminal blocks.

In the 50 or so control panels I installed, the incomning power was hot, neutral, ground. We always used the same integrator, so they were consistant.
