I have a Fiber Optic Patch panel (J.Box) that contains ONLY single mode and multimode Fiber Optic Cables - no electrical; no composite cables etc. There's a two inch rigid galvanized conduit that runs just to the right of the hinged door, which prevents it from opening a full 90 degrees - perhaps 70?
Electricians were able to squeeze their hands into the box and terminate the Fiber. Do the parameters of Article 110.26 'Working Space' in any way apply to this scenario?

110.26 (A) Working Space. Working space for equipment operating
at 600 volts, nominal, or less to ground and likely to
require examination, adjustment, servicing, or maintenance
while energized shall comply with the dimensions of
110.26(A)(1), (A)(2), and (A)(3) or as required or permitted
elsewhere in this Code.

Just how would fiber optic cables become "energized"?

I doubt it but the TIA569 has clearance restrictions for racks and cabinets.

6.3.9.3 Clearances
A minimum of 1 m (3 ft) of front clearance shall be provided for installation of equipment. A front
clearance of 1.2 m (4 ft) is preferable to accommodate deeper equipment. A minimum of 0.6 m
(2 ft) of rear clearance shall be provided for service access at the rear of racks and cabinets. A
rear clearance of 1 m (3 ft) is preferable. Some equipment may require service clearances of
greater than 1 m (3 ft). See equipment manufacturer requirements.
