110-26 dedicated space

I'am installing a 200amp panel in the unfinished basement of a module home being built.Is there a problem with the plumber running his 3'' pvc drain pipe 10'' below my panel.The pvc is against the wall it does not stick out beyond the box, I would say it is the same depth as the enclosure.According to 110.26 I can't have any plumbing within this space.Every wall has some kind of piping on it so for me to move the box will be a pain.Looking in the handbook on page 51 it shows beneath the panel a space and this is where the pvc runs but reading 110.26 it doesn't mention this area as a usable.Does the dedicated space start from the wall or the front of the enclosure.Has any one run into this.Thanks

This is a technical violation of 110.26(F)(1)(a). There are ways around the rule if the builder performs some creative framing.

I agree and if the builder won't cooperate you could always build out the panel off of the wall so the back of the panel box is past the outer edge of the pipe.
