I don't think it's a violation. At least I've never been called on it and I've done similar many times before.
 
Conduits from panel A are crossing the "dedicated" spaces of panels B thru Z. How often does this kind of thing happen?

Often.
 
Yes. If the conduit exited the center panel and turned on the floor, I would'nt question it, but it comes from another source.

All of your panels come from one source, transformer or not, The Service.
Honestly, I'd have to see a picture. That would be like saying that no conduits could pass over another panel within 6' of another panel.
"Foreign Systems" are piping, ducts,leak protection apparatus,or
equipment "Foreign" to the electrical system. Sprinklers must comply
with 110.26(F)(1)(C).

Your right, they all come from the same source. Ike made the point that conduit systems pass through the dedicated space of other panels often. That is also true but I wonder if that should be the case. That would interfere with conduit systems associated with their own panels. Maybe other electrical conduits could be "foreign".

It's not foreign, it all comes from ONE source. If all panels are "Bonded"
propperly to the source. I don't see the safety issue. I must say, I do like
how you question it.

110.26(A)(3) clearly allows the installation (2008 NEC) as long as the secondary is not

more than 6" beyond the front of the panel.
