Back of this 4160V Switchgear has rear access for connection to the three phase bus. However, there's a wall opposite at only 4'-0" - is this a violation of 110.34(A) that requires 5'-0" to grounded surface?

Assuming 2400V to ground (4160/2400V system), only 4' is required.
