Existing facility has 12.47kV, need 13.8kV for testing. Ideas? Best I’ve thought up so far: Autotransformer, new utility service, custom transformer taps, roll-up generator...

I think due to the relatively small voltage change, an auto would be the most economical. What type of testing? Just once or continuously and what is the load?
 
Intermittent testing over several months. Application is verifying auto throw-over scheme VFI breakers under load. 2MW, which will be connected to the low-voltage of the equipment under test.

The hope to somehow use the MV 12.47kV to get to 13.8kV available is due to lead time of equipment based on testing schedule. Utility too long to coordinate, generator EPA concerns, autotransformer long lead time...
