Now that make sense there .,,

Crossman.,, I know what you are getting there but bear with me what i did recall it correct there were a chart but somehow it have cut off once you get over 1500KCM size so.,, it did somewhere it did made a note that the sum of phase conductor is 12.5 % for the bonding conductor but as you mention to bond to the building steel structure then yes 3/0 is typical max size in most case.

The 12.5% is also involved with the grounded conductor at the service. See 250.24(C)(1).

When sizing a grounded conductor for a service, we would use the load calculations in 220, but the absolute smallest it could be would be as specified in the above sections.

Is this project in chapel hill? If so the inspector being wrong is no suprise. I dont talk critical of anyone (especially inspectors) but we have done a few projects in chapel hill and from what my guys were continuosly saying about the one electrical inspector they have is he didn't know much when it came to any kind of issue that was outside his normal scope. They were almost constantly coaching him through why things were a certain way and this is the code article that shows why we did it this way.
