I am installing a 240v 200amp panel (with high leg) and wanted to know if this requires special breakers. I plan on using siemens bolt on. Can the breakers be type BL and do they need to be 22k a/c rated?

Many 3p breakers are rated for 120v line-to-ground and 240v line-to-line. With a high leg, you need a breaker rated only 240v, not 120/240v. They are common, but you have to make sure that's what you get.

Sounds like the most you need is 2 pole breakers. 120/240V two phase, three wire with grounded neutral?
The Utility should be able to tell you what the available SCA will be. (Unless it is coming from a single large transformer feeding multiple 200A panels, you would be well within the 22kA limit.)
