The welders are unlikely to be powered line to neutral. Even if they were, it seems unlikely they would be the majority of the load.

Agreed. Kind of why I indicated we probably don't have enough details.
I guess my point is that we should not be to quick to dismiss harmonic currents when welders are involved with out all the details.
