I would bet availability...looks like a 600v disconnect... I would hate to try and find a 600v 1 pole disconnect.Why the 3 Pole disconnect?
That's 8 awg at leastI'd be more concerned with the taped splice; I would have used a wire-nut.
It is a FDOT project. It might be the only one that they could get, or is on the APL. I was thinking the same thing as the others, put a dummy fuse or a neutral bar. but if there is nothing out of spec, plans or NEC, the way it is has to be accepted. Thanks to everyone who took the time to answer my question. You are my go to group for things that are out of my expertise.Is this an FDOT project? That could explain the 600 volt disconnect. And the grounding bushings.
