The disconnect is only to provide disconnecting means for the unit equipment - the HVAC on the roof... So that the Tin Dinger can service the unit*. (Not to open a can of worms - but why not... Mounting it to the unit itself is done by many.... *A practice which I do not see as very wise since servicing often means replacement, but compliant as 440.14 is written - but there it is....
) The required outlet (in 210.63) is there for them to provide needed power to do so. So shutting it off, as well as the unit equipment would itself be a violation in a round about way....
