Moving Main panel location to the new part of the room addition, and wanting to install a 12"x12" J-Box in the old location, now the laundry room, to splice the existing circuits back to the new panel's location. Would this be legal?

Sure. Is there a particular reason why you would think that the junction box isn't legal?

I didnt think it would be a problem, but i had to check , maybe someone did the same and got called on it.
I would use the old panel, but, his wife might not like it being a counter top piece in the kitchen:grin: , if i leave it facing the direction it is.
She'll be happy if i flip it around to face the laundry room.

And when it comes down to it, all that matters is if the Mrs. is happy.
