14 gauge cu wire allowable in commercial applications

I don't know about California and its funky state and local codes but it's certainly allowed by the NEC.

I've run across some with #16 TFFN.

The minimum size fixture wire is #18. Some place do limit branch circuit conductors to #12 however. NYC is one of them.

Project specs may also require 12AWG minimum.

No problem as far as the NEC but you may have a local ordinance to comply with.

a lot of industrial specs I have run across do not allow anything under #12 to be pulled in conduit. I think it is just a strength issue.
