#14 pigtails

is it code to have a #14 pigtail in an outlet box that has #18 wire and is on a 20 amp circuit ? article number ?
Whether you meant #12 wire on the 20a or not, no, 14ga pigtails are not permitted. They're part of the branch circuit wiring, all of which must be sized per the breaker (or vice versa, actually.)

If you must use #14 pigtails, change the OCPD to 15a.

short answer is "no".
Possible exceptions would depend on what the pigtail feeds, and what type wire it is.
There are exceptions given in 240.4(G) which allow 14 in some instances and 240.5 addresses fixture wiring.
Your question normally relates to "#14 pigtailing a receptacle outlet" which is not Code., but you did not state what the #14 or #18 are feeding.
