Assuming NM cable, the parts that are #12 have a #12 ground - to rephrase: do the parts that are #14 (the switch legs) ALSO need to be #12 ground?

They revised it and took out the voltage drop clause.

Yep! Yep!And where 14 AWG is allowed to be on 20+ amp overcurrent device (think motors, air conditioning, etc.) the EGC never needs to be larger then the ungrounded conductors.
