tails from wirenuts to receptacle
If you are referencing pigtails for receptacle outlets, correct, not allowed.
also reference 240.4.
Fixture wiring "tails" would be different (240.5)

Norm, welcome to the forum! 
Correct. They're circuit conductors, and must be sized as such.
