15Kv Marina Distribution

I am uncertain as to the interpretation of NEC 555.4. Does it prohibit the installation of a 15kv/480 volt transformer on a concrete marina pier that distributes to several 480v shorepower pedestals. Is the distribution voltage here classified as 15kv or 480v? If it is prohibited why does NEC 555.4 also include boatyards? My definition of a boatyard is a facility for storage of boats on land and therefore I can see no valid reason why 15kv/480v padmount transformers cannot be used as in any normal underground installation.

This was discussed at length a few years ago by some very prestigious IAEI members at a seminar, two with quite a bit of "pier" experience (New Orleans and Norfolk as I recall).
The reason for the requirement went way over my head having to do with the presence of water, electrolysis, etc., but it was emphasized that this was a valid requirement.
