15kV Switch

Looking at 230.204.... I'm trying to see if a customer is permitted to have pole mounted 15kV switch gear? 230.204(C) switches would be accessible only by qualified persons. The Utility Company suggested the option, but there was talk that it may not be permitted. Would anyone know a reason against it?
 
I think every solar farm I have ever seen that is privately owned (and falls under NEC) uses OH switches. That's all you're looking for, right? Just a customer owned OH switch?

By the way, I have seen pole switches where they are three separate switches. I don't think that would qualify.
Looking and re-reading the 205(A), it would not qualify... I agree. Unless there is a way to turn off all at once, but that is too much trouble to figure out.
 
Yeah, I was thinking that would be conflicting... but does a mechanical linkage from a readily accessible point = qualified person with a hot stick?
I read that as requiring the mechanical linkage to be run down the pole where it can be operated from the ground. That type of gang operations for pole mounted cutout switches is commonly available.
