How many of you agree with me that installing PVC along the outside of the foundation wall SHOULD NOT be subjected to this continuing depth restrictions especially when there is a footer that does not allow the 18" depth? Maybe an Exception in Article 300.5 can be addressed on this issue in the next code cycle.

I do not see any compelling reason to change the rule.

You could run PVC beside the footing, you could run RMC on the footing or you could run the PVC on the footing and dump some concrete over it.

Move the trench away from the footer so as to allow the 18" deep trench.

Re: 18" below or 6" above grade

Many times flower gardens or other landscaping area are placed next to the foundation. The area could see the use of shovels and other gardening tools. They may even use power roto tillers there. I don't see any reason to suspect that digging is less likely in that area than any other I too see no compelling reason for a change.

Re: 18" below or 6" above grade

I vote for leaving the 18 inches the way it is or going deeper in these spots. A flower bed or other gardening is a common reason to find a wire or conduit broken.

I vote for disallowing flower and gardening beds. ;)

Wayne, you are right if the installation is residential.
