Just mark the sockets "Use 250 volt bulbs only" or wire them in series!:lol:

I've seen both hots and neutrals switched, just depends on which side of the stud bay the switch was mounted if the power came from below, or which side of the ceiling bay was above the switch for a switch leg.

Then you get two light levels and an off position.

When both switches are connected to "N" the lamp is off

When one is connected to "N" and the other to a "hot" you have low light level

When both are connected to "hot" you have high light level.
