1950 Sub panel / No Ground

I need to ground a #8 in an existing (1950's) 200 Amp 208V. 3-phase sub panel that has No grounds in either the feeder conduit or ANY of the branch circuit conduits. (All EMT) The 2" EMT feeder only has 4 Conductors 3 phases and a neutral. The Neutral is terminated on a "Neutral Buss" that is NOT bonded to the panel.
I think installing a ground bar kit on the metal frame of the panel is the correct way to go....NO bond between it and the neutral. Another Electrician told me it would be acceptable to terminate the branch circuit ground onto the neutral bar because it is a "Pre-existing" situation, but I think he's wrong. Am I right in thinking he's wrong!?!?!?

Perfectly good job. The EMT is the ground conductor. Install a ground bus and connect the #8.

This installation appears to meet present code.

The electricians in the 50s were pretty good ;)
