No...but - check out eBay...old NECs show up there by the dozen...you may not get it immediately but it will show up.

EBay.com, and once you're on the homepage, type National Electric Code in the search bar on the page.
If you have a profile already, save the search as a Favourite Search, and that'll free you from having to type it every time.
The only trick is to pay attention to the close time of the auction of a specific book and be online for it.
