in 1990 - NEC - we do not have this on shelf -
has it always been in code that no more than one conductor on neutral or ground bar in panel? _ we are looking at a house built in 90's and see 2 nuetrals on bus bar as the owner added ckt.
 
It was a rule, but not explicitly written.

You were not allowed more than one conductor in a terminal unless the manufacturer had the terminal listed for it. No manufacturer had one listed for two noodles in the bus bars.

The rules today are clearly written out, back then-not so much.

So yes, it was not legal in 1990.

Then and now, two EGCs are different, allowed often.
