1X4 TO CONCRETE CEILING

If this is surface to the concrete ceiling how is it most commonly attached? Wedge anchor???

Assuming by 1x4 you mean a 4 foot fluorescent luminaire that is only maximum 1 foot wide.

Probably in most cases wedge anchors or even tapcon type screws. Newer luminaires with electronic ballasts do not weigh that much at all and doesn't really take much to support them.

Or are you talking about a 1 X 4 furring strip of wood ? If so Hilti/Ramset or TapCons would work.

We use some variation of this type of anchor exclusively for poured concrete.
