So is a 400 a service the same as say 2- 200a panels? I'm proposing a service for a job 400a meter with double lugs on the load side and I'm thinking to run two sets of 3/0 , one set each to s 200a panel from those double lugs , the line would be one set of 500s

500s are rated for 395 so the next size up is 400. Am I on with the 3/0 or do I run a set of 500s to a wireway/trough and tap to 3/0 to feed my panels?

On another note is it acceptable to feed two 200a panels off of one set of 3/0 with a 200a meter . I say no GC

In the sense that you're asking, yes. Two 200a panels does qualify as a 400a service.

Sounds like a good plan. Remember the main discos must be grouped.

You could do it either way, but the first way is easier, cleaner, and more economical.

Definitely not. The conductors would not be protected from over-current.

Larry I just disagree on that last point. We may be reading it differently.
Well, let's look at it:

That means a single set of 200a worth of wire feeding two 200a breakers.

What is there to prevent the 200a wire from potentially carrying 400a?

Depends on the details. Supply a 200 amp main breaker then supplying any number of 200 amp panels after that would have proper overcurrent protection for ampacity of conductors.

200 + 200 is a 400 amp service. What it can't do is run an individual load that exceeds one of the 200 amp breakers but a single 400 amp main may still work if you have such a load and other loads are somewhat minimal.
