2 Buildings, One Feeder

I have 2 seperate buildings on my campus that are fed from one transformer. The feeder comes off this transformer into building 1's main panel and within this panel is a seconday breaker that is the primary feeder for building 2. These buildings are several hundred feet apart seperated by a parking lot. I am trying to locate the specific code verbage to get building 2 put on its own transformer as I know there are multiple things wrong with this setup. These buildings were wired this way some 40+ years ago and I just cannot find the specific code verbage I need to justify spending the money to correct this situation. HELP PLEASE.
 
There is probably nothing wrong with this installation.

If it were done today part III of article 225 would spell out the specifics and 250.32 would give the details of the required grounding.

A NC State fan, I presume. Bad week, in football, for unc and ncsu quarterbacks.

As done said one building can be fed from another. The nec 2008 calls for a few different rules than in the past but this building would be grandfathered in on the old codes.

Are you having specific problems?

Well that in effect is my problem, we are doing a renovation of the electrical systems and to the building so the new codes will apply I have been having a tough time trying to navigate through the on-line system to find the proper code to provide guidance.
 
Well the bigger picture is we are renovating both the building and the electrical system so the 2008 codes will apply. Also I could care less about ACC football this is tobacco road and as such basketball country and I bleed Carolina Blue.
