2 Meters For 1 Tenant

Designing a strip mall which has a electrical room with 2 separate electrical service of 2 meter bank with 2000 AMP/208V/3P each.

The current space has an existing 200 AMP/208V/3P.
Based on the load calculation, we need to upgrade the service to 400AMP/208V/3P.

One of the existing meter bank of 2000 AMP, has an additional spare which can accommodate an additional 200 AMP/208V/3P breaker.

So can 1 Tenant have 2 separate meter going to the same space.
Does the service have to be from the same meter bank or can it be served for the other bank.

Not sure if I am interpreting the code section 230.2 and 230.3 correctly.

I know of no NEC provision that would prohibit it. The panels would need to be marked to show their supply point.

Chances are the utility company will add a 'service fee' to each bill...
And minimum fee for 400 amps very well is higher than for 200 amps, though 2-200's possibly is more than the single 400.

But it possibly can be less when in a multimeter arrangement like this than for stand alone service on stand alone transformer as well.
