--- the lower crossarm its a configuration that you use when the angle between the two lines adyacents to the pole its bigger than 10 degrees.
May - those are called "guys", or "guy wires". they go from the pole top the ground to keep the pole tipping over.

I think Larry is asking about the lines that go between the poles below the 13.8kv lines
