2 Pole GFCI Breaker Load Neutral Requirement

Does a Siemens QPF 2 pole GFCI Breaker require a load neutral to operate properly and meet 2020 NEC Code Requirements? This breaker is feeding a NEMA 14 50 R Receptacle for a Electric Vehicle.

Only if the receptacle has a neutral connection, which the 14-50r does, even though most new chargers do not use it. Older chargers used the neutral for control power for the controller. The neutral is not used by the EV.

No load side neutral is required for the GFCI breaker to function.

Could even have a 120 volt circuit connected to it and not use one pole and it still would function.

If it has line side neutral connection it must be connected or the GFCI logic will not function. Plus you would have open neutral condition if there were a load side neutral conductor utilized.

That would apply if you leave the load side neutral connected. It would not apply if instead you connected the load side neutral to the neutral bar instead of a neutral pigtail on the GFCI breaker, but the GFCI still might not work properly.
