2 ungrounded circuits and grounds in separate raceway

i had a service call for one thing but noticed something else going on. The customer had 240v 1ph in 3 conduits. Both the ungrounded conduits in separate conduits and grounding conductor in the 3rd. The were only 20a circuits but I dont believe this to be right. I can only think 300 3 B to be a violation does this sound right or is there an exception?

Only with plastic conduits and the enclosure holes joined to effectively make them one large, misshapen hole.
 
That is a violation of the rules in the NEC, but at that low current level, there is no real world effect or harm.
