2 wire meter pan

the only time I have ever seen anything like that is on a billboard sign, what I have seen on the line side is, the grounded conductor is landed like normal, and the "A" phase is stripped in the middle and landed on the "A" phase terminal, but leaving an insulated tail long enough to loop over to the "B" phase termial, feeding both halves of the meter with a single phase, the bottom of the meter is wired like normal, everything fed from it is 120 volt on the same phase, so you read 120v to ground, and 0v phase to phase. just make sure whatever your feeding doesnt overload your grounded conductor, billboards have a minimal load, so it isnt a problem in that application....

i loped the line to both sides but power co. asks to move neutral to different location , i tried calling him all week for a diagram we just play phone tag.
yes it is a sign.

unless they have some special meter, I dont know why the neutral would be anywhere other than in the center location. if you dont loop the phase from A to B you have to know which side the motor in the meter is running off of or it wont spin....
