I used to work for the POCO and dealt with this sort of thing every day. Others have said the price you were quoted sounds about right and I agree.

I'll address your concern on the easement. When we got an easement from a property owner to install our high voltage infrastructure on their land, it was very specific. We had different forms for underground and overhead easements. We had the right to install and maintain our stuff, but not to make significant changes. We couldn't dig a trench where we had an easement for an overhead pole line, nor could we set poles where we had an underground easement.
 
Itemization just helps one understand if they are overcharging.

I would counter that it simply separates the amateur liars from the professionals. :)

In my neighborhood, you don't get a choice in who installs your primary and who you buy your power from.

I have a budget to keep on the project, and I can't just bust the wallet wide open. I have to carefully research each component of infrastructure involved. Maybe most people just write a check without researching anything? That's not me.

How did the budget come to be, if NO prior research has been done?

I hear this so often, "We have a budget of x $'s"
I want to know who made the budget and how, if they have no idea of the cost of the work.
Are they really saying I will only spend so many dollars, and expect to get everything in the spec? (beer budget, champagne tastes)
What and who designed the spec anyway?

I would like to know how can a budget be made if a load calc has not even been done yet?
How can a budget be made if the people making the budget are not familiar with the scope of work - both time costs and material costs?
Does this "Budget" have any consideration for changes and job site conditions?

I really believe people don't know what a job cost budget is. Their definition of a job cost budget is how much they plan to spend, not the probable cost of the job.

good points in there.

Electric service is usually something desired in a new home, or any building for that matter. Is also one thing that is overlooked in early planning. If you don't have power on the site, you are looking at a certain amount of minimum cost to get power there period regardless of what the ampere capacity, number of phases, etc. might be. Similar for water, sewer, natural gas, or wired/optical fiber communications. If you live within already developed city areas - the cost of some of those things are likely less then outside a developed area, maybe even a lot less.
