Does the 200 Amp Rating for a meter base mean it is rated for 200 Amps total or does it mean that it is rated for 200 Amps per leg.

Think of a dp 200 amp breaker. It is not made of 100 amps on each phase but rather 200 amps on each phase. Does that help

Just 200 amps, per leg, voltage doesn't matter other then don't exceed maximum voltage which should be 600.

One note:
Not all meter bases that are 200 amps are rated at 200 amp continuous. Mainy a residential are only 160 look at the label. If it is a meter combo it will have a 200 amp main.

Just like many Resi 400 amp are only 320.

Which is exactly what a standard 200 amp load center is rated for.

200 non-continuous and 160 continuous.
